Worker turnout plunges at S.African mine ahead of talks

Worker turnout at platinum giant Lonmin's strike-hit South African mine plummeted Tuesday as hopes shifted to mediated talks to break a deadlock that has seen 44 people killed.

The London-listed firm said only eight percent of its 28,000 staff had reported for work, amid fresh reports of threats from striking miners against returning workers ahead of government-brokered talks on Wednesday.

"The outcome of the meeting will determine whether the strike continues or it ends. Again the issue of our salary demands will be raised," said Zolani Bodlani, a representative of the striking workers.

Labour Minister Mildred Oliphant expressed optimism that a deal would be found, after holding afternoon talks with representatives of the non-unionised strikers who have refused to call off a wildcat boycott until the world's number three platinum producer meets their wage demands.

"The meeting was fruitful. I think tomorrow we will resolve the issue," Oliphant was quoted by the Sapa news agency as saying.

On Wednesday, Oliphant will lead talks between unions, mine management and worker representatives to try broker a "peace accord" in the deadly stand-off that sparked the country's deadliest day of police violence since apartheid.

"We're hoping for the stabilisation and the resolution of the stalemate in Marikana, that's the essence really," her spokesman Musa Zondi told AFP.

A heavy police presence was visible around the mining area Tuesday with officers in five armoured trucks monitoring a group of striking miners who again gathered near the spot where police gunned down 34 people on August 16.

The shooting pushed the death toll to 44 after 10 people were killed in clashes blamed on inter-union rivalry that shut down production.

Striking workers have vowed to act on colleagues who return to work, sending attendance plunging to eight percent Tuesday from 13 percent on Monday and more than 50 percent at the weekend.

"There are unsubstantiated reports of intimidation in two mining areas," said the company.

"No incidents of violence have been reported. Management is appealing to all stakeholders to remain calm."

As armed private security guards manned the gates and patrolled the mine grounds Tuesday, police conducted random body searches outside the mine hostel and the informal settlement where the majority of the workers live.

"We've maintained our force and our visibility," said police spokesman Dennis Adriao, who would not give the number of police deployed.

Representatives of the striking miners, who are acting independently of unions, said they will attend the talks on Wednesday after meeting the labour minister.

"We were allowed to represent ourselves and all other unions will be present. We don't want any decisions to be taken on our behalf, so that is why we agreed to the meeting," said Bodlani.

Workers, who claim they earn 4,000 rand a month, are demanding 12,500 rand (1,190 euros, $1,490). Lonmin says the workers already earn around 10,000 rand when bonuses and other compensation are included.

Lonmin has urged all parties to take part in the mediated talks, and said an agreement would pave the way for negotiations on the crunch issue of wages which led rock drill operators to first down tools on August 10.

"The signing of a peace accord is considered the first step of the resolution process and will provide all parties with a framework within which agenda items -- such as wages -- can be discussed," the company said.

"Management encourages all parties to participate in the peace accord meeting so that we can stabilise our situation and move forward."

Pretend play may not be as crucial to child development as believed, new study shows

ScienceDaily (Aug. 28, 2012) ? Pretend play can be fun for preschool children, but a new University of Virginia study, published in the current online edition of the journal Psychological Bulletin, finds that it is not as crucial to a child's development as currently believed. Pretend play is any play a child engages in, alone, with playmates, or with adults, that involves uses of the imagination to create a fantasy world or situation, such as making toy cars go "vrrooooom" or making dolls talk.

Based on a number of key studies over four decades, pretend play is widely considered by psychologists -- and teachers and parents -- to be a vital contributor to the healthy development of children's intellect.

However, the new U.Va. study -- a thorough review of more than 150 studies -- looked for clearly delineated contributions of pretend play to children's mental development, and found little or no correlation.

Much of the previously presented "evidence" for the vitality of pretend play to development is derived from flawed methodology, according to Angeline Lillard, the new study's lead author and a U.Va. professor of psychology in the College of Arts & Sciences. She said testers might have been biased by knowledge that they were testing children who had engaged in adult-directed pretend play prior to testing.

"We found no good evidence that pretend play contributes to creativity, intelligence or problem-solving," Lillard said. "However, we did find evidence that it just might be a factor contributing to language, storytelling, social development and self-regulation."

She said it is often difficult for psychologists to separate whether children who engage in pretend play are already creative and imaginative, or if the pretend play, often encouraged by parents or teachers, actually promotes development.

"When you look at the research that has been done to test that, it comes up really short," Lillard said. "It may be that we've been testing the wrong things; and it may well be that when a future experiment is really well done we may find something that pretend play does for development, but at this point these claims are all overheated. This is our conclusion from having really carefully read the studies."

Lillard emphasized that various elements often present during pretend play -- freedom to make choices and pursue one's own interests, negotiation with peers and physical interaction with real objects -- are valuable, especially with appropriate levels of adult guidance.

These conditions exist both in pretend play and in other playful preschool activities that encourage children to discover their own interests and talents, such as the method used in Montessori schools.

Pretend play is also important diagnostically for children between 18 months and 2 years old, Lillard said. A complete absence of pretend play among children of that narrow age range could indicate autism, and suggests that such children be evaluated for other signs of the neurological disorder.

A growing problem, she said, is a trend in schools toward intensively preparing children for tests -- often supplanting organized and informal playtime, leading to a debate over whether early childhood curricula should include materials and time for pretend play.

"Playtime in school is important," Lillard said. "We found evidence that -- when a school day consists mostly of sitting at desks listening to teachers -- recess restores attention and that physical exercise improves learning."

Regarding pretend play, she said, "If adults enjoy doing it with children, it provides a happy context for positive adult-child interaction, a very important contributor to children's healthy development."

Stephen Hinshaw, editor of Psychological Bulletin and a professor of psychology at the University of California at Berkeley, said, "The article by Lillard and colleagues is a game-changer -- a paragon of carefully-reasoned evidence that will challenge the play-based domination of the early-childhood field for years to come."

Lillard's graduate student co-authors are Rebecca Dore, Emily Hopkins, Matthew Lerner, Carrie Palmquist and Eric Smith.

Russian punk band Pussy Riot appeals conviction

MOSCOW - A lawyer for the jailed members of Russian punk band Pussy Riot on Monday appealed against the three women's conviction for a protest against President Vladimir Putin at a church altar, but said he had little hope the verdict would be overturned.

Nadezhda Tolokonnikova, 22, Maria Alyokhina, 24, and Yekaterina Samutsevich, 30, were convicted of hooliganism motivated by religious hatred after their February protest in Moscow's Christ the Saviour Cathedral.

The two-year prison sentences handed down to the activists for a "punk prayer" asking the Virgin Mary to rid Russia of Putin have drawn sharp criticism from Western governments and musicians who say they should not be jailed.

Kremlin critics have called the jailing of the young women part of a clampdown that shows Putin will have little tolerance for dissent in a six-year presidential term he started in May following the biggest protests of his 12-year rule.

"If the court abides by the law it would throw out the verdict," said defense lawyer Nikolai Polozov.

"But being realists, understanding all the efforts the state has put into this case, we think it's unlikely the verdict will be overturned," he told Reuters by telephone.

Polozov said he hopes the sentences will be shortened or made conditional, meaning the women would be released instead of serving the 19 months or so that remain in their two-year sentences following their jailing in March.

But he said he has seen signs of a backlash against the Western support that may not bode well for softer sentences.

He cited critical reports in Russian media and suggestions supporters of Pussy Riot were behind the reported felling of wooden Christian crosses in two Russian regions over the weekend, which he alleged were a "provocation" aimed to discredit the group.

"This is a reaction to the support from the world community," said Polozov. "This does not increase our optimism."

The maximum sentence for the crime the women were accused of was seven years in jail, but after Putin said they had done "nothing good" but "should not be judged too harshly" the state prosecutor asked for three-year sentences.

Hours after the sentences were issued on August 17, the Russian Orthodox Church urged the state to show mercy to the women, raising the possibility it might back a presidential pardon or a reduction in their terms.

But a senior church representative on Monday seemed to suggest the women of Pussy Riot had not shown enough remorse.

"The Church called on the state to show mercy with the framework of the law in the hope they would not do anything like this again," Interfax quoted Vsevolod Chaplin, head of the church department for relations with society, as saying.

However, he said, "We know that some of them are now trying to justify what they did, and moreover, they say that certain actions will continue," Interfax quoted Chaplin as telling reporters in the southern city of Stavropol.

After police said they were searching for other members of Pussy Riot, a Twitter account called Pussy Riot Group - used by the group in the past - said this weekend that two members had fled Russia and "are recruiting foreign feminists to prepare new actions!"

On Wednesday, the Russian Foreign Ministry denounced Western criticism of the trial as politically motivated and said there were "elements of a clash of civilizations" in the Western condemnation.

Pediatricians' group shifts in favor of circumcision

The American Academy of Pediatrics has shifted its official position on the contentious issue of infant circumcision, stating Monday that the medical benefits of the procedure for baby boys outweigh the small risks.

In its first new policy statement on the issue since 1999, the academy said that circumcision reduced risks of urinary tract infections in infants and of HIV and other sexually transmitted diseases later in life ? and that the complications associated with the procedure were infrequent and mostly minor.

But the physicians' group stopped short of recommending the sometimes controversial practice for all newborn boys, urging parents to be guided by their religious, ethical and cultural practices in addition to the science.

"This is a decision parents should make based on what they think is most important for their child's welfare," said Dr. Douglas Diekema, a pediatric emergency specialist and bioethicist at Seattle Children's Hospital who was a member of the task force. "The [medical] benefit may not be so compelling when it's stacked up against other considerations."

The academy reexamines its policies on a regular basis, Diekema said. In 2005, it reaffirmed the 1999 guidelines, which acknowledged some potential health benefits of removing the foreskin of the penis but said that they did not outweigh risks.

But during the most recent review it became "pretty clear that there had been a lot of scientific literature that had not been reflected in 1999, and it was time for a revision," he said.

The task force spent more than three years examining 1,031 peer-reviewed articles published between 1995 and 2010. The studies dealt with various aspects of male circumcision, including medical benefits, risks and complications; costs; cultural and religious influences; and effects on sexual function.

Some of the evidence hadn't changed much since the earlier analysis, Diekema said, including results indicating that risks associated with infant circumcision were low.

But new data supporting the medical benefits were compelling, he added.

Three randomized controlled trials from Africa, for example, showed that circumcision reduced men's risk of contracting HIV, the virus that causes AIDS. Additional research supported those findings.

Studies also linked circumcision to reduced risk of other sexually transmitted diseases, including herpes, syphilis and human papillomavirus, which is linked to penile cancer in men and cervical cancer in women.

The new policy is "a little bit of a stronger statement about the benefits," said Diekema, who characterized the change as "a difference in tone more than anything."

Experts said that most physicians were already aware of the growing evidence in favor of circumcision and that the new guidelines wouldn't change much in doctors' offices.

"From the perspective of most pediatricians, this is business as usual," said Dr. Carlos Lerner, medical director of UCLA Children's Health Center.

Circumcision has fallen out of favor with American parents over the last few decades, with rates falling from about 80% in the 1970s and 1980s to below 55% in 2010, according to the Centers for Disease Control and Prevention.

Some object to the procedure on the grounds that it is irreversible and performed without the patient's consent. Opponents also argue that it is traumatic for the infant and impairs later sexual function, though the technical report accompanying the policy noted that the task force did not find evidence supporting that belief.

Other parents may decide against circumcision because they can't afford it. Medicaid programs in 18 states ? including California ? as well as some health insurance companies have stopped paying for the procedure. Some people trace those decisions to the academy's 1999 guidelines stating that circumcision is not necessary, Diekema said.

The new policy could bring about a shift in affordability. The guidelines now make plain that the benefits of circumcision are great enough to "justify access to this procedure for families choosing it and to warrant third-party payment for circumcision of male newborns."

A study published last week in the Archives of Pediatrics and Adolescent Medicine attempted to tally the costs involved. Researchers calculated that if circumcision rates remained at current levels, the lifetime healthcare costs for all babies born in a calendar year would be about $211 million higher than if rates were the same as in years past.

The academy's new policy urges physicians to inform parents "in a nonbiased manner" of all the benefits and risks of circumcision; to make sure parents understand that it is an elective procedure; and to teach new parents how to care for their newborn's penis, whether it is circumcised or not.

The guidelines also emphasize that sterile techniques and effective pain management should always be provided.

Egypt investigates killing of a suspected militant

EL-ARISH, Egypt (AP) ? Egyptian authorities are investigating the death of a suspected militant near the country's border with Israel on Sunday, security officials said.

Ibrahim Madhan was killed while riding a motorcycle in Egypt's Sinai Peninsula some 15 kilometers (9 miles) from the Israeli border. The security officials said scraps from a missile were found next to his body.

Officials said they are considering several scenarios, including the possibility of an Israeli missile strike. That would raise questions about whether it was coordinated with Egyptian authorities.

An Egyptian security and military team was at the site of the attack to collect evidence, the officials said.

Mohammed Oqail, who lives in the area, said he heard the buzzing sound of a plane hovering over the area an hour before he learned of the explosion.

A security official said another possible scenario was that the militant was killed by the explosion of a land mine, but the shallow depth of the crater did not suggest that.

An Israeli security official said Israel was not involved.

All officials spoke on condition of anonymity because they were not authorized to brief reporters.

Egypt has deployed troops and weaponry in an attempt to uproot militants from their strongholds near Egypt's borders with Gaza and Israel. The offensive intensified after an Aug. 5 attack by militants near the Egypt-Gaza-Israel border that killed 16 Egyptian soldiers.

Some of the militants commandeered Egyptian military vehicles and crashed through a border crossing into Israel, where they were killed by the Israeli military.

Madhan, who was killed Sunday, was briefly arrested in connection with that attack.

The Egyptian military deployment to Sinai was the first since Egypt signed a peace treaty with Israel in 1979. Under the terms of the treaty, Egypt is allowed to have only lightly armed police in the zone along the border with Israel. The treaty stipulates that significant military moves by Egypt must be coordinated with Israel.

According to Egyptian security officials, Egypt's newly appointed Defense Minister Abdel-Fattah el-Sissi called his Israeli counterpart Ehud Barak on Thursday to assure him that the deployment of more tanks was needed to fight terrorism and was temporary. The call came after Israeli officials grumbled they had not been consulted on the move, which the peace treaty stipulates must be coordinated.

Israel has long expressed concern with the rise of Islamic militants in Sinai, accusing them of several attacks, and has called on Egypt to bring them under control. Even before the Aug. 5 assault, Israel quietly agreed to allow several thousand Egyptian soldiers into Sinai to secure the peninsula, despite the limitations of the treaty.

Perry, the voice behind New York Street Food, brings you his latest review on New York City food trucks.

Wooly?s Ice recently made an appearance at Hester Nights, where they served up their trademark Taiwanese Shaved Ice.

So?what exactly is it?

Taiwanese shaved ice starts with a big block of flavored ice. On my visit, they only had original, which is flavored with condensed milk. At other times, they might have strawberry, mango or green tea flavored ice.

The block of ice then goes through an ice shaver little by little and into a cup, which turns it into extremely fine shavings.

After the ice is shaved into a cup, they put on fruit or other toppings, then a sauce. My fruit choices were blueberries, strawberries or frozen grapes. I went for strawberries and frozen grapes, which sounded intriguing.

The sauces available were chocolate, strawberry, mango and seal salt leche, which is their top seller. I went for the top seller, which is made with condensed milk, evaporated milk, and a touch of sea salt. I also asked for a little strawberry sauce as well.

The final product has the consistency of freshly fallen snow. Add strawberries, frozen grapes (which were great), and creamy, sweet leche sauce on top, and you have a light, refreshing and delicious dessert.

In ways big and small, life has changed for Ryan

BLOOMFIELD HILLS, Mich. (AP) ? It's safe to say that until recently Republican Paul Ryan had never visited a lemonade stand with a dozen Secret Service agents in tow. And he almost certainly hadn't discussed the tightness of his shirts during a national radio interview. Or been asked to play "word association" by a TV reporter.

Yes, it's a whole new world for the Wisconsin congressman.

In ways both large and small, life has changed for Ryan in the two weeks since Mitt Romney named him as his running mate. Before that, Ryan was an up-and-coming but little-known House member still untested on the national stage.

Now, he's a GOP vice presidential hopeful whose days are a blur of rallies, fundraising events, local television interviews and plane flights, during which he reads news accounts of the campaign and pores over policy briefing papers on his iPad. Some things, of course, haven't changed. He still adheres to his strict exercise regimen each morning ? only these days he does cardio in the hotel fitness center or works out in his room, instead of the House gym. A single Miller Lite in the evening is his only indulgence.

"Everybody said this would drain me, the road, but it's not. It's great. It actually gives you energy," Ryan told reporters this week on a flight from Virginia to North Carolina, one of a handful of excursions he's made to the press cabin on his plane.

As he campaigns across battleground states in the days leading up to the Republican National Convention, Ryan draws large crowds at his events and is a natural onstage, often appearing more comfortable than Romney before an audience and delivering the campaign's talking points with ease. At a fundraiser in Springfield, Mo., this week, Ryan lent a human touch to the Romney campaign's oft-repeated claim that President Barack Obama likes to promote class warfare by attacking the former Massachusetts governor's wealth.

"When I was a kid growing up working at McDonald's, de-tasseling corn, waiting tables, painting houses, things like that, it never occurred to me that I was stuck in some station, fixed in some class," Ryan told donors. "We shouldn't be preying on people's emotions of fear, envy and anxiety, putting people in a class, dividing people. That's why I don't think this going to work for President Obama."

Ryan also has shown that he knows how to stir up a local crowd.

At a rally in Pittsburgh, he waved a "terrible towel" ? the fan prop of the Pittsburgh Steelers football team, even though Ryan himself is a diehard Green Bay Packers supporter. And after a fundraiser in Raleigh, N.C., Ryan purchased a beverage from a group of neighborhood kids running a lemonade stand as his security detail hovered close by.

To be sure, Ryan does what many politicians do, indulging in the same sorts of verbal sleights of hand.

He criticizes pending defense cuts even though he supported a House budget agreement that would allow such cuts to take place. And Ryan blames Obama for excess spending and government debt even though he voted in favor of several spending programs pushed by former Republican President George W. Bush that helped explode the federal deficit, such as the Medicare prescription drug plan.

Ryan largely avoids national news outlets in favor of local interviews in the most competitive states, in part to reach undecided voters in those states but also to avoid the kind of grilling from national reporters that might take him off message. In Roanoke, Va., he told a reporter for a local outlet that he preferred asparagus to cake and agreed to a session of "word association" that produced a question about fast-food chain Chick-fil-A, which had become the focus of controversy over gay marriage.

"Good chicken," Ryan said.

But the local vs. national press strategy doesn't always work.

Ryan found that out when parrying tough question from a Pittsburgh reporter about his views on abortion and rape in the wake of comments by Rep. Todd Akin, the Missouri Senate candidate who stirred a firestorm when he asserted that victims of "legitimate" rape can physically resist pregnancy.

"Should abortions be available to women who've been raped?" KDKA reporter Jon Delano asked Ryan, who has co-sponsored tough anti-abortion legislation with Akin.

Ryan responded: "Rape is rape."

When he has allowed national outlets to interview him, he's tended to stick to conservative-friendly hosts like Sean Hannity and Laura Ingraham, who asked Ryan about a host of issues ? including his clothing choices on the road.

"You went from very boxy clothes to the slim fit," Ingraham said. "Those shirts are a little tighter than the usual Paul Ryan shirts. The girls at our studio notice."

"Some of 'em are big and some of 'em fit real well," Ryan said.

Ryan's visits to reporters on his plane have been rare but memorable. He came bearing cookies on one occasion and came another time to bid farewell to a reporter decamping to Vice President Joe Biden's campaign. Reporters thrust microphones in his face each time to pepper him with questions.

"Every time I come back here, are you guys going to always do that?" he asked. "Does it have to be so formal?"

In Ryan's new world, the answer is yes.

Growth concerns haunt global markets

LONDON (AP) ? Signs that the global economy is weakening and that Europe's debt crisis is still far from solved weighed on financial markets on Friday.

Economic indicators from the United States, China and Europe have been consistently downbeat this week. The job market in the U.S. is struggling to recover, weighing on consumer spending, one of the world's main drivers of growth. The other such driver ? Chinese manufacturing ? is contracting. In Europe, uncertainty over countries' debt problems is keeping many countries in recession.

Some traders hope central banks and governments will offer more stimulus measures, but it is unclear if and when that can be delivered.

By midafternoon in Europe, Germany's DAX was down 0.5 percent to 6,915.74 while France's CAC 40 shed 0.9 percent to 3,400.34. Britain's FTSE 100 stock index was down 0.6 percent at 5,768.86 despite revised official data showing the economy contracted 0.5 percent in the second quarter, less than earlier estimated. The number, however, leaves the country in recession.

Asian markets closed lower and Wall Street dropped on the open ? the Dow was down almost 0.1 percent at 13,056.71 and the broader S&P 500 was 0.1 percent lower at 1,400.59.

Market sentiment was hurt Thursday by surveys showing economic contraction in Europe, a drop in Chinese manufacturing output and a rise in jobless claims in the U.S.

At the same time, hopes for stimulus action are being frustrated by mixed signals from policymakers.

On Wednesday, minutes of the Federal Reserve's last policy meeting showed bankers favored more stimulus. But on Thursday, the president of the St. Louis Fed said officials were considering new data that might make further action unnecessary.

In China, analysts do not expect any more support for the economy for a couple months.

Beijing cut interest rates twice in June and is pumping money into the economy through high spending on public works. Governments of several major cities have announced their own multibillion-dollar spending plans, but analysts expect major new initiatives to be put off until after a new Communist Party leadership is installed this fall.

Meanwhile, the European Central Bank is expected to present in coming weeks a plan to help indebted countries like Spain and Italy by buying their government bonds. The plan, however, remains opposed by Germany's national central bank, an influential voice in European policy matters.

Greece's financial troubles also remain an unresolved risk for the continent's investors.

Greek Prime Minister Antonis Samaras is on a week-long diplomatic tour around Europe to convince his fellow eurozone leaders to give him more time to fix his country's economy and public finances.

Samaras on Friday met with Chancellor Angela Merkel, who balked at granting Greece more time, saying it must complete its reforms. She insisted, however, that Greece would remain within the eurozone.

Samaras will next travel to France for talks with President Francois Hollande on Saturday.

But hopes for a quick resolution of the matter were dealt a blow by Germany's finance minister, Wolfgang Schaeuble, who said more time would not solve Greece's problems.

Earlier, in Asia, Japan's Nikkei 225 declined 1.2 percent to 9,070.76 and China's benchmark Shanghai Composite Index lost 1 percent to 2,092.1. Hong Kong's Hang Seng shed 1.3 percent to 19,880.03.

South Korea's Kospi declined 1.2 percent to 1,919.81, while Australia's S&P ASX 200 was off 0.8 percent at 4,349. India's Sensex shed 0.3 percent to 17,787.30.

In currencies, the euro fell to $1.2514 from $1.2566 late Thursday in New York. The dollar rose to 78.54 yen from 78.47 yen.

Benchmark oil for October delivery rose 31 cents to $96.58 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 99 cents to finish at $96.27 per barrel.

>>> with more developing news to report today as tropical storm issac sets its sights on florida early next week organizers of the republican national convention in tampa say they do have a plan for possible hurricane but canceling is not an option. the site of the convention of course tampa bay times forum which sits in a low-lying water front area. forecasters say even if the storm does not hit tampa directly there will likely be heavy rain , possible storm surge . over 50,000 people are traveling to the bay area for the convention. joining me now the mayor of tampa , and, mayor, thank you for your time.

>> you're all smiles, sir.

>> good to be here.

>> i can't believe you've got a lot on your plate here. where do things stand right now?

>> things are doing great right now. we are in full preparation mode for the rnc. we're excited and have been training for it for a year and a half. it's going to be tampa 's time to tell its story to the entire world. we couldn't be more excited. the good thing about being a floridian is you're used to this kind of stuff.

>> but there was a quote from you yesterday saying you would not hesitate to evacuate tampa if the weather does not improve and we get the worst case scenario . was it an accurate quote?

>> absolutely. i have an obligation to protect the citizens and the guests and the visitors that are here. that was a hypothetical question involving a much more serious storm than what we're looking at right now. i mean, if you had a cat 3 , cat 4, cat 5 storm i think everyone would come to the same conclusion but that's not the situation we find ourselves in now. this storm looks as though it is going to be heading off into the gulf of mexico . we may have one day of some rain and some wind but a category 1 storm , 100 miles off the coast of tampa is really not cause for a lot of concern.

>> now, who would make the call? you or the rnc regarding the schedule if there is for example flooding or pretty bad flooding as i mentioned and you know very well the tampa bay times forum sits in the low-lying water front area.

>> it does. absolutely. we would make the call together. i don't have any jurisdiction over the rnc or its proceedings. that is an internal decision. but the good thing is we've been together for a year and a half. we've been in lock step together. all of us that will be involved in that decision from the governor to the emergency preparedness folks to the rnc to the city and my role as mayor, we would make that decision at the same time all looking at the same information. i don't think that's going to happen. the good thing about hurricanes is you have a two or three-day lead time that you can track these storms. you're going to know where landfall is.

>> right.

>> within some degree of certainty. this storm does not look like it's going to be a factor in those proceedings. you may have one day of rain on monday. the storm will blow through. and it will probably be nice on tuesday, wednesday, and thursday all right. i certainly hope your optimism and bright smile there brings out the sight in tampa . a lot of people will be there. thank you mayor. hopefully when we talk to you soon it won't be the worst case scenario .
