India police use water cannon, tear gas as gang-rape protests intensify

NEW DELHI (Reuters) - Indian police used batons, tear gas and water cannon to turn back thousands of people marching on the presidential palace on Saturday in intensifying protests against the gang-rape of a woman on the streets and on social media.

The 23-year-old victim is battling for her life in hospital after she was beaten, raped for almost an hour and thrown out of a moving bus on a busy New Delhi street last Sunday. Five people have been arrested.

The protesters, largely college students, are demanding the death penalty for the accused and safety assurances for women.

New Delhi, home to about 16 million people, has the highest number of sex crimes among India's major cities. Police figures show a rape is reported on average every 18 hours and some other form of sexual attack every 14 hours.

Appealing for calm, India's junior minister for home affairs, R.P.N. Singh, said the government had listened to the protesters.

"We have assured on the floor of the house and on every platform possible that strictest action will be taken against the accused. The police have been asked to show restraint but I want to tell boys and girls that breaking barriers will not help," Singh said.

But the protests are growing amid widespread media coverage.

"If Rahul Gandhi claims to be a youth icon then he should have been here, talking to protesters and taking up the issue of women's safety," one protester said.

Gandhi, the 42-year-old scion of the Nehru-Gandhi dynasty that has ruled India for most of its 65 years of independence, is widely seen as a future prime minister.

Marches, demonstrations and candlelight vigils have spread during the week to cities in states from the north of the country to the south.

In the northeastern state of Assam, hundreds of women and girls marched through the city of Guwahati on Friday, carrying placards and shouting "Hang Rapists" and "Stop Violence Against Women".

Armed guards, locked doors: Schools seek security

A long-dormant national conversation about guns has reignited: some are calling for an assault weapons ban while other feel guns themselves aren't the root of the problem. So far the shootings have sparked several gun buy-back programs and even an anti-gun video organized by big-city mayors ? but the NRA says it's the entertainment industry that is partly to blame. NBC's John Yang reports.

The National Rifle Association?s call to put armed guards in every public school in America has even further intensified the debate over how to protect the nation?s children in class, with some districts saying they?re preparing to take just that action and other educators cautioning that doing so sends the wrong message about education.

And short of giving teachers and officers their own guns, administrators across the country are desperate to find a way to keep their pupils safe. Locked vestibules with buzzers, emergency preparedness drills, stronger glass and surveillance cameras are among measures being considered after the massacre last week at Sandy Hook Elementary School.

Even before the?NRA?s Wayne LaPierre said Friday that armed police should be placed in schools, guards with guns were posted at all 14 schools in Butler, Pa.

The district of 7,500 pupils about 40 miles northeast of Pittsburgh had already gone to court to get a judge's approval to have at least one armed retired state trooper in every school. They were in place as classes resumed Monday after the mass shootings Dec. 14 in Newtown, Conn.

"We plan to have that on a daily basis from now on," Superintendent Michael Strutt told NBC station WPXI of Pittsburgh. By the time the next school year begins, every guard in the school system will be armed, he said.


The sense of urgency is undeniable, with a few districts willing to fight fire with fire, as in Butler. Schools in Marlboro, N.J., for example, will have armed officers in place by January, Mayor John Hornik told NBC News on Friday.

After a week of calls for tighter gun restrictions, the National Rifle Association called for putting more armed security officers in the nation's schools and expressed concerns about violence portrayed in video games, movies and music. NBC's Pete Williams reports.

State Sen. Joe Scarnati, a Republican representing northern Pennsylvania, said there was only one important question: "What do we do to protect our kids?"

"If it requires to put armed individuals in our schools to protect our kids, then we need to do that," Scarnati told NBC station WJAC of Johnstown.

But that idea doesn't sit well with other educators, like Tony Scott, superintendent of schools in Bellaire, Ohio, where a local firearms association said it would provide free shooting training to teachers after the Connecticut shootings.

"I just don't believe our teachers signed up for this," Scott told NBC station WTOV of Steubenville, Ohio. "I know I didn't sign up for it."

Ronald Stephens, executive director of the National School Safety Center, a joint project of the U.S. Education and Justice departments, said there's no centralized database tabulating how many school systems have an official armed presence on campus, but he estimated it at 25 percent. He called the NRA proposal "unfeasible."

"We have to ask ourselves what kind of climate we want to create in our schools. Do we want our school campus to look like the Old West with people having sidearms attached to their hip, or do we want education to happen in a positive way?" Stephens told NBC News. "That's the hard part of this."

Michael Smerconish, author Steve Siebold and David Corn of Mother Jones debate the NRA's idea that more guns and armed teachers would curb gun violence.

Some administrators are looking elsewhere for solutions.?After years of unlocked front doors and casual conversations about someday increasing security in the small school district of New Hartford, Conn., Superintendent Philip O'Reilly isn't wasting another minute.

Fearing a repeat of the tragedy in nearby Newtown, O'Reilly is planning to modify the district's school buildings so they each have a small, locked vestibule between the main entrance and the building's interior, which will hold visitors for screening.

O'Reilly wouldn't give the cost of these new entryways, but he said the money must be found.

"Cost is no longer the priority. Keeping kids safe is the priority," he said.

In some cases, parents are leading the charge.

"I've had superintendents and headmasters who have been fighting for a year or two trying to do this, and the parents have been fighting them hand and fist because they didn't understand, and now the parents are coming to the school officials saying, 'Why aren't you?'" said Michael Dorn, executive director of Safe Havens International, a nonprofit group based in Georgia that helps schools improve their crisis preparedness.

Security experts recommend that school districts start with a security assessment. Because changing entryways or installing security cameras can be expensive, these experts said school systems need to figure out exactly what their biggest shortcomings are before plowing ahead.

"The number one request [schools have been asking for since Newtown] is to conduct a security assessment. We look at everything, from your written practices to the physical security devices and emergency plans," said Paul Timm, president of Illinois-based, school security consulting firm RETA Security.

He said his recommendations usually fall in two main areas.

"There are two categories that protect people better than anything else: access control, which includes a locked vestibule, running a closed campus, visitor management procedures; and communications.

Do we have public address systems, do we have telephones that are outfitted with emergency dialing instructions, do we have two-way radios?" Timm said. "Those two areas, more than cameras, more than metal detectors, more than burglar alarm systems, protect people."

Locked vestibules can literally stop an intruder in his or her tracks. As administrators have become more concerned about security, many schools have restricted access to just one main entry point in the hope of doing that, Timm said.

Another solution for safety-proofing schools: bullet-resistant glass. Timm recently helped a school in Hastings, Minn., replace all the tempered glass in the building with laminated glass after a student brought a gun to school, and the total cost was about $3,500.

But such a low dollar figure for security fixes is rare.

"A large percentage of our schools are not designed well for any of these things. Sometimes, something simple can be $5 million," Dorn said.

Federal funds for school safety ? the Readiness and Emergency Management for Schools (REMS) project ? were eliminated in March 2011. Now the money must come from local taxpayers.

"There's not much in the budget for security at all. I want to say that before Columbine, not many schools had a line item for security in their budget," Timm said.

One security measure that doesn't come with a hefty price tag is running drills with teachers, students and administrators for various scenarios.

"It prepares us to make life-and-death situations more quickly," Dorn said. "They have an opportunity do something like lock a door, move kids out of a classroom, and [if] for various reasons don't take that action, our casualty rate doubles or triples. The human brain works faster than my laptop to make those life-and-death decisions, but only if you've had the exposure to prepare you."

Here are a few suggestions:?

Review your 401(k). If you haven?t already maxed out on contributions, ask your employer if you can make a catch-up contribution to your 401(k), 403(b) or 457 plan before year?s end. Most people can contribute up to $17,000 in 2012 (a $500 increase over 2011), plus an additional $5,500 if they?re over 50.

If you contribute on a pretax basis, your taxable income is reduced, which in turn lowers your taxes. At a minimum, if your employer offers matching contributions (essentially, free money), be sure to contribute at least enough to take full advantage of the match. This online calculator can help you estimate the impact additional contributions will have on your taxes.

Drain FSA balances. If you participate in employer-sponsored flexible spending accounts (FSAs), which let you use pretax dollars to pay for eligible healthcare and dependent care expenses, an important change is coming next year: Beginning January 1, 2013, the maximum annual contribution for healthcare FSAs will shrink to $2,500 from the $5,000 limit many employers currently offer; however, if your spouse has FSAs at work, you still may contribute up to $2,500 to each account. If you?ve got extra cash now and want to lower your 2012 taxes even further, consider moving up donations you would have made in 2013.?

Energy tax credits. Unfortunately, many tax credits for energy-efficiency home improvements expired last year. But if you plan to make certain improvements, including installing geothermal heat pumps, residential wind turbines or solar energy systems, the tax credit lasts until at least December 31, 2016. This credit is for 30 percent of cost with no upper limit, and both existing and new-construction principal and second homes qualify. Review this Energy Star website for details.

Gifts. Unless Congress intervenes, the federal income tax exemption for estate distributions and lifetime gifts will drop from the 2012 limit ($5.12 million) to the pre-2011 level of $1 million (for married couples, it drops from $10.24 million to $2 million); in addition, the tax rate on gifts or estate distributions above those limits will increase from 35 percent in 2012 to 55 percent in 2013.

One way to exceed the lifetime gift limit ? and avoid having to file a Gift Tax Return ? is by giving separate, annual gifts of up to $13,000 per year, per person. (Married couples filing jointly can give $26,000 per recipient.) Note: The limit increases by $1,000 to $14,000 in 2013. Rules for gift and estate taxes are complex, so read IRS Publication 950 and consult your financial advisor.

Roth IRA conversion. People at any income level can convert part or all of their existing traditional IRAs or 401(k) plans from previous employers into a Roth IRA. Note that converted balances (for pretax savings and their earnings) get added to your taxable income, thereby increasing your taxes ? and possibly boosting you into a higher tax bracket for the year. However, if you?re a long way off from retirement, or believe that your income tax rate at retirement will be higher than it is today, such a conversion might make sense. Just make sure you don?t need to borrow money ? especially from a retirement account ? to pay for the additional tax burden today; otherwise you could undo the potential long-term tax advantage of converting to a Roth IRA.

This isn?t an ideal time to take on any additional tasks, but if some or all of these situations apply, you could considerably lower your tax bill. Wouldn?t that be a great way to start the New Year?

Germany's latest big export: Christmas markets

Steeped in tradition and charm, Germany's Christmas markets date back to the Middle Ages. But they are also a big business. NBC News' Andy Eckardt reports from Berlin.

BERLIN -- Iconic sites like the?Brandenburg Gate and remnants of the Berlin Wall aren't the main attractions in Germany's capital at this time of year. In December, the biggest crowds can be found at one of the city's 80 traditional Christmas markets.

Their handcrafts, beautifully decorated stalls and medley of colorful lights attract festive visitors during what was once a bleak time of year for the tourism industry.?

Experts estimate that the Christmas market industry is worth about $5 billion annually to the German economy.

Cities across the United States are also trying to cash in on the centuries-old tradition. They include Chicago, Denver,?Tulsa, Okla., Helen, Ga.,?and?Arlington, Texas, where the local Chamber of Commerce has teamed up organizations including the Texas Rangers baseball team to bring some European traditions to the Lone Star state.

"Because Arlington has a German sister city, because we have about 3 million residents in Texas that have German ancestry and because many U.S. soldiers here were once stationed in Germany, we wanted to celebrate this German tradition," Henry Lewcyk from the Arlington Chamber of Commerce told NBC News.

'Tremendous boost'
In its second year, Arlington's German Christmas Market has also helped local businesses.?

"This new attraction has brought a tremendous boost to our local hospitality and entertainment industry," Lewczyk added.

The biggest Christmas market outside of Germany can be found in Birmingham, England. The event runs 38 days this year and combines two traditional markets with a total of 190 stalls.?

On average, three million people enjoy decorations, crafts and food products from Germany each year in the British city. Officials say that local retailers and hotels see a total of nearly $146 million in associated spending annually.

The markets weren't always such an easy sell.

?When I visited the first tourism fairs in Japan and the United States in the 1980s with my Christmas products, people first smiled at my presentations there,? German entrepreneur Harald Wohlfahrt told NBC News. "But very quickly, I became an ambassador for German Christmas customs."

Yet, when it comes to capturing the authentic German Christmas feeling, many say it can only be found in Germany.

?Christmas markets stand for German ?Gem?tlichkeit?, the coziness of the holiday season,? Wohlfahrt said.

?We want to avoid the commercialization of Christmas because our philosophy is that this special German tradition needs to be preserved.??

Germany has been building on a rich Christmas culture and carefully attends to old traditions.

From the famous Dresden Christmas ?Stollen? ? a fruit cake that dates back to a recipe created in medieval Saxony in the 15th century ? to historic mouth-blown and hand-painted glass ornaments, there is a large number of Christmas products that are sold, and often manufactured, at local Christmas markets.

German craftsman Matthias Streckfuss has been coming to Berlin's "Christmas Magic" installation at the city's picturesque Gendarmenmarkt for nearly a decade.

?Every year, more and more people come to see our traditional handcrafts, they buy our works, but sometimes just want to get into the Christmas spirit with a chat about our professions or simply, the good old times,? the 50-year old Streckfuss said.

Streckfuss is one of only 10 mammoth ivory carvers in Germany, who crafts jewelry, miniatures and even sculptures out of fossil mammoth ivory, which is imported from the Siberian tundra.

?It is a dying trade but I still have a growing number of customers and a 5 to 10 percent sales increase every year, thanks to the Christmas market business," he added.

There are nearly 2,500 Christmas markets across Germany. The ?Christkindlesmarkt? in Nuremberg?is the largest?attracts more than two million people each year. And?that?means jobs.

?At our all-year Christmas stores and for our online shop we permanently employ 270 workers, but for the Christmas markets we always need to hire more than 700 additional people,? said Wohlfahrt, who is?general manager of K?the Wohlfahrt, a well-known family business that sells traditional German Christmas decorations.

The markets have become so popular that new creations have found their way into the scene: Berlin, for example, also hosts a Christmas designer market. Another sells authentic home-baked food and organically produced clothes.

"Christmas markets have become a magnet for visitors," said Katharina Dreger, head of public relations at Visit Berlin. She said the tourism industry's one-time "winter hole" in the German capital has been filled by visitors from across the country and abroad.

Often found with a cup of hot mulled wine or a bag of roasted chestnuts in their hands, many foreign visitors say the winter wonderland atmosphere can't be beat.

?These are my first markets in Europe and they are just amazing, they are magical,? said Emma Saligari, 33, from Australia, who was spending two weeks on a special Christmas Market Tour that includes more than 20 stops in Germany.

?We do have little winter markets in Scotland, usually with five or ten of the little stalls. But this is much more traditional, this is the real thing,? added Ray Cox, 57, ?from Edinburgh, who came to Berlin with his wife Fiona.

Darden profit falls despite Olive Garden revamp

ORLANDO, Fla. (AP) ? Darden Restaurants said Thursday that its net income fell 37 percent in the latest quarter, as revamped menus and new ad campaigns failed to draw more diners into its Olive Garden and Red Lobster chains.

The Orlando, Fla., company had warned of a drop in sales earlier this month, blaming failed promotions and bad publicity tied to its test of limiting health care costs for workers.

The decline in traffic comes despite the company's efforts to revamp the menus and marketing for its flagship chains. At Olive Garden, the company rolled out an updated advertising campaign and introduced more light and affordable dishes. At Red Lobster, it added options for people who don't like seafood.

But the company said revenue at U.S. restaurants open at least a year fell 2.7 percent for its three biggest chains during the quarter; it fell 3.2 percent at Olive Garden, 2.7 percent at Red Lobster and 0.8 percent at LongHorn Steakhouse. The figure is a key metric because it strips out the impact of newly opened and closed locations.

At its specialty restaurant group of smaller chains, the figure rose 0.7 percent.

In cutting its forecast for the year earlier on Dec. 4, Darden had said that it was hit by a publicity backlash from a move intended to gauge how the company could mitigate an expected rise in costs tied to new health care regulations. Starting in 2014, big employers such as Darden will be required to provide health insurance to full-time workers. The company had tested hiring more part-time workers and replacing full-time workers who left with part-time workers at some restaurants.

For the period ended Nov. 25, Darden Restaurants Inc. earned $33.6 million, or 26 cents per share. That's down from $53.7 million, or 40 cents per share, a year ago.

Analysts predicted slightly higher earnings of 27 cents per share, according to FactSet.

Revenue climbed 7 percent to $1.96 billion from $1.83 billion, meeting Wall Street's forecast, as the company opened additional locations.
